5 Measures to Facilitate the Entry of Foreigners into China

I）Visacan be applied to the visa authorities at the ports and then enter the country.

The conditions for foreigners coming to China to applyfor visas at ports of entry will be 

relaxed. Foreigners who urgently need tocome to China to engage in non-diplomatic or official activities such asbusiness cooperation, visit and exchange, investment and entrepreneurship,visiting relatives and dealing with personal affairs, and who have no time toobtain visas outside China, can apply for visas from the port visa authorities with 

invitation letters and other relevant supporting documents and then enter China.

II）Implementing24-hour border control-free procedures for direct transit passengers

Foreigners are exempted from border inspectionprocedures at Beijing Capital Airport and other hub airports for 24-hour directtransit. 

In Beijing Capital Airport, Beijing Daxing Airport, Shanghai Pudong Airport, Hangzhou 

Xiaoshan Airport, Xiamen Gaoqi Airport, Guangzhou BaiyunAirport, Shenzhen Bao'an 

Airport, Chengdu Tianfu Airport, Xi'an XianyangAirport, the above nine international 

airports, the implementation of the 24-hour direct transit travelers are exempted from 

border inspectionprocedures. Passengers holding an international air ticket within 24 hours andtransiting to a third country or region through any of the above airports are exempted from border control procedures and can transit directly without avisa.

III）Visaextension, replacement and reissuance can be handled nearby

Foreigners in China can apply for visa extension,replacement and reissuance in their 

vicinity. Foreigners who come to China fora short period of time to engage in non-diplomatic and official activities suchas business cooperation, visit and exchange, 

investment and entrepreneurship,visiting relatives, sightseeing and dealing with private 

affairs, and who needto continue to stay in China for justifiable and reasonable reasons canapply for visa extension and reissuance of replacement visas to the Exit and Entry

Administration Agency of public security organs of the place of their stay inthe vicinity.

IV）Re-entryVisa for Multiple Entries and Exits

Foreigners in China who need to enter or leave thecountry several times for justifiable and reasonable reasons can apply to the Exit-Entry Administration of Public Securit Organs for

the issuance of validre-entry visas with the invitation letter and other relevant supporting

documents.

V）Simplification of Visa Application Documents for Foreigners in China

Simplify the application materials for visa documentsfor foreigners in China. When 

applying for visa documents, foreigners can beexempted from checking the relevant paper documents if they can check theiraccommodation registration records, business license and other informationthrough information sharing; if foreigners in China apply for short-term visasfor relatives to visit and reunite with their relatives, the declaration ofkinship of 

the inviting person can be used instead of the proof of kinship.

便利外籍人员来华5项措施

一、可向口岸签证机关申办签证后入境

放宽来华外籍人员申办口岸签证条件。对急需来华从事商贸合作、访问交流、投资创业、探望亲属以及处理私人事务等非外交、公务活动的外籍人员，来不及在境外办妥签证的，可凭邀请函件等相关证明材料向口岸签证机关申办口岸签证后入境。

二、推行24小时直接过境旅客免办边检手续

外籍人员在北京首都机场等枢纽空港口岸24小时直接过境免办查验手续。在北京首都机场、北京大兴机场、上海浦东机场、杭州萧山机场、厦门高崎机场、广州白云机场、深圳宝安机场、成都天府机场、西安咸阳机场，上述9个国际机场，推行24小时直接过境旅客免办边检手续。对于持24小时内国际联程机票，经上述任一机场过境前往第三国或地区的出入境旅客，可免办边检手续，直接免签过境。

三、可就近办理签证延期换发补发

在华外籍人员可就近办理签证延期换发补发。短期来华从事商贸合作、访问交流、投资创业、探望亲属、观光旅游以及处理私人事务等非外交、公务活动的外籍人员，有正当合理事由需继续在华停留的，可就近就便向停留地公安机关出入境管理机构申请签证延期换发补发。

四、多次出入境可申办再入境签证

在华外籍人员因正当合理事由需多次出入境的，可凭邀请函件等相关证明材料，向公安机关出入境管理机构申请换发多次入境有效签证。

五、简化在华外籍人员签证证件申办材料

简化在华外籍人员签证证件申办材料。外籍人员申办签证证件时，对于通过信息共享可查询到本人住宿登记记录、企业营业执照等信息的，可免予查验相关纸质证明材料；在华外籍人员办理亲属短期探亲团聚类签证的，可以邀请人亲属关系声明代替亲属关系证明。
